In addition to creating an overdue, invaluable database of landowners, Pangea has developed the land project in a variety of significant and innovative ways that have never been done within the Gila River Indian Community, elsewhere in Indian Country or even the United States. Pangea has:
'Pangea' meaning 'all lands', accurately describes the theory that millions of years ago all continents were joined together in one enormous landmass before it split up. The theory goes on to say until they reconfigure they will continue to drift.
Pangea Development-Co LLC was established in 2006 to “reconfigure” fractionated Native American “allotted” lands to form strong and valuable real estate and at the same time protect tribal sovereignty, reflect tribal heritage and respect the natural environment. Pangea concentration is in the management and development of land throughout Indian Country as well as the stimulation of indigenous economic growth. Pangea has assembled a multi-disciplinary team of experienced personnel and external consultants in order to guarantee the successful execution of its purpose and mission.
Pangea’s roots lie within the identification of raw land and site designation. It continues to grow with the planning, regulatory-approval process, leasing, and financing phases of its productivity.
Pangea, has worked for seven years with thousands of Gila River Indian Community (GRIC) landowners to lease approximately 6,000 acres of fractured allotted land parcels south of Phoenix, Arizona. Pangea master lease will bring the lands together for the purpose of a “city concept” development. This massive project is the largest ground lease of allotted land ever considered in the history of the Bureau of Indian Affairs (BIA).
The awareness and involvement of landowners has been crucial to Pangea’s mission. During a meeting with these indigenous people and Pangea executives, an elder was compelled to stand and share a story; “My mother once received a check for .85 cents for her ownership of this land and that was forty years ago. We have never seen another penny since. I want our land to be used for something that can benefit my children and my grandchildren.” Her statement was echoed by another silver-haired gentleman who rose and shared that his grandmother was the last one in their family to receive a similar amount: “If we don’t organize and do something, this land will continue to sit there for generations more.”
With the direct oversight of a Gila River Indian Community (GRIC) tribal member in the executive team, stories like these were not surprising to hear. In fact, they were the catalyst in the formation of Pangea and its commitment of many years, substantial investments, and the development of a process to bring together and facilitate communication amongst “allottees”- those who own ten-acre parcels (or allotments) of land within the 6000 acre site within the border of GRIC. The parcel designations vary from having one owner to over 400 sharing one (1) ten-acre allotment. Pangea has worked diligently to document, organize, and present information for all landowners in the preparation of launching this enormous development project.
It has been the collaboration between the GRIC Government, the BIA, and the landowners themselves that has lead to the creation of the first-ever usable database of known landowners.
With the continued growth of Phoenix and its suburbs, the government’s incentives for assisting the tribal community, and other educational and developmental considerations, this land holds an unprecedented level of appeal and promise that Pangea will nurture and grow.

Joseph is a Gila River Community member from the Matthews family linage and grew up in Blackwater and Sacaton. Christi considers herself a native of California having grown up with her family and father who served in the US Navy for 20 years. Joseph and Christi have owned and operated their own marketing company since 1996 providing full-service marketing, advertising and consulting to a wide variety of clients. Christi’s executive career began with Olan Mills Portrait Studio and grew to include marketing, Real Estate and Insurance. Joseph served in the US Navy for 9 years and began his Executive career in 1994 as Assistant CEO with Gila River Casinos, 1996 CEO for the Sac & Fox Casino in Kansas and in 2000 General Manager for Cherokee Casinos in Oklahoma.
Steve Drake, PhD, CFP, Partner
Steve grew up in Arizona in the Tucson and Globe areas. He graduated from the University of Arizona with a Master’s Degree in taxation and completed designations as a Certified Financial Planner, as well as a Personal Financial Specialist. He also completed his doctorate in the area of finance. For over thirty years, Steve consulted with and was the financial partner for companies and individuals involved in a wide array of business and property development projects before establishing Optima Holding Company in 1995. Optima Holding Company has advanced new technologies internationally in the pharmaceutical, agricultural, land management, and financial equity markets. Steve has lectured extensively on the important aspects of tribal tax law, and has developed exclusive intellectual property to benefit tribes and tribal members.
Cecil Antone
Cecil currently is a business development and political consultant. He has been the Chairman of the Board of Directors for Gila River Telecommunications, Inc. and previously, was the Director of the GRIC Land Use Planning and Zoning. He has also served for two terms as the Lieutenant Governor between 1994 and 2000.
Nathaniel Percharo
Nathaniel also is a Community member and resides in District 6. He is a business owner and served as the Chairman of the Pecos Landowners Association from 1996 to 2011. He currently provides direct landowner consulting services to Pangea.
Roger Owers, Esq.
Roger is a Phoenix attorney whose education, licensures, and employment have centered upon the design and construction industry with extensive experience in design law, land development, and Indian law. Prior to his law practice, Mr. Owers was a civil engineer and construction manager and now incorporates this experience into his law practice.
Paul Vecchia
Paul is a landscape architect and land planner whose experience in the Phoenix area includes comprehensive planning, land planning, resort community and golf course design, urban design, landscape architecture, and irrigation design.
Jason Rose
Jason of Rose Moser Allyn specializes in public relations, events, government affairs, and political consulting throughout the Southwest.
